Updates:

• Added Rescue section to the Port.
• Rescue section gets value added to it when you run out of fuel or run out of hull integrity. Bill of 1000 credits for fuel, and 1500 for hull integrity. Essentially equates to the value of maxing out the depleted value plus 500 for towing. 
• Rescue bill value is persisted within your saved file, so it wont disappear after saving if you close the game.

Thoughts/Observations:

• Currently the rescue amounts are static. This value may fluctuate over time depending on game balance, or eventually be dependent on how far away you are from the nearest port.
• Eventually I want to have icons for the Refuel/Repair/Rescue sections as well, but I think the whole port UI will get revisited before that happens.
